Research and Application on Regional Total Pollution Emission Control Method Based on Water Environmental Carrying Capacity

The total emission pollutant control(TEPC)and permit system of pollutant discharge(PSPD)fail to form a responsive relationship with the improvement of water environment quality under the serious situation of China’s water environment.Although the technical of TEPC is relatively mature in the world,some methods are still difficult to been applied in China at the present stage due to the special national conditions of China.It is urgent to put forward new TEPC methods that are suitable for the core of Chinese water quality management.To deal with the key difficulty of water environmental capacity calculation,water environmental carrying capacity(WECC)evaluation and regional total amount of pollutants allocation,this paper has carried out innovation methods research and put forward a set of regional total emission water pollutant control method based on the WECC,and which has been applied in Henan province,China.The main research contents of this paper are as follows:(1)According to the reality of multi-objective water quality management,the method of multiple node control for water quality is proposed.Based on it,the computing unit of water environmental capacity is divided.Considering the water quality standards of mixed zone and multiple water quality control sections,and on the basis of water environmental capacity calculation model,the hybrid zone calculation method and water quality node control method are adopt to make the water environmental capacity calculation method for mixed zone and water quality node control.This method has realize the goal for mixed zone and multiple node control of water quality at the same time.(2)The connotation that WECC is codetermined by water environmental capacity and water quality is proposed.On this basis,based on the mutual correction of the calculation methods of water environmental capacity index and water quality index,and based on the Nemero index method,the WECC evaluation method that coupling water environmental capacity and water quality of multiple pollution indexes was constructed.Combined with the early warning requirements of water environment management,the WECC is divided into three levels(overload,critical load and load-carrying capacity),by referring to the limits of international prevailing safety standards.(3)The determine method for regional TEPC target has been proposed,based on the threelevel water environmental capacity.As this objective,the regional total emission pollutant allocation method based on the WECC was proposed.In this method,the region technical potential of overall pollutant emission reduction and water environment management are mainly considered in the initial distribution.Then,the WECC in the distribution region is mainly considered in the secondary distribution.At the same time,the Gini coefficient method was introduced to evaluate the rationality of the final distribution result of the regional total pollutants.(4)According to the systematicness,complexity and uncertainty characteristics of TEPC,a new regional TEPC technology based on WECC is built.This technology is constituted with five key methods,including the water environment problem diagnosis method based on load duration curve(LDC),watershed pollution source-water quality response relation model,the water environmental capacity calculation method considering mixed zone and water quality node control,the WECC evaluation method coupling water environmental capacity and water quality,and the regional total emission pollutant allocation method based on WECC.This new method is considered with all aspects of TEPC.(5)The regional TEPC technology has been carried on the practical application of Henan province,China.With this method,the TEPC target in Henan province has been puts forward.Based on the target,the total amount pollutant have been distribution in different regions to different point sources,such as the industrial sources,urban life sources and large-scale livestock and poultry farming.Results shows that,the regional characteristics and difference have been embodied in the new methods compared with the traditional methods.Which means that,the methods put forward in this paper are more rational and more practical.The proposed methods in this paper are well-knit scientific foundation and strong realistic pertinent methods.They can be used for establishing good response relationship between TEPC and water quality,which could serve the management work for pollutant total amount control and water environment quality prevention on a national scale in China.Additionally,methods put forwards in this paper can provide technology platform and support the TEPC and PSPD for water environment quality improving,which is of great significance for China.
